Balance and Gameplay:
* Added new unit "Rebel Flamer" to Rebel barracks. Requires Rebels Munition Depot.
* Combine "power" resource is now capped. This maximum amount of power can be increased by placing "energy cells"
* Reduced requisition income from Headquarters building (only 1 per 30 seconds, instead of 1 per 10 seconds)
* Reduced costs smg1 upgrade Metro Police from "1 Requisition and 1 Scrap" to "1 Requisition"
* Added placable barricades to construct options of Rebel Engineer and Combine Stalker. Barricades provide cover for units.
* Dropped scrap is now only visible for the player who killed the unit
