Strange Rebel AI Behavior

On some of the higher difficulty AIs, rebels tend to spam engineers and partisans rather than higher-tier units. It is very strange to see an army of engineers attack your flag, only to be cut down by a handful of Combine soldiers equipped with SMGs.
