scavenge ability

i had an idea while playing gmod when the npc rebels pick up weapons and it made me think of an ability where maybe scouts or the Molotov dudes could pick up weapons from dead bodies, so say a metro cop died, the scout or the Molotov dude could pick up and use his weapon and maybe switch between it and the his original weapon. if the scout gets it maybe he should be reduced in speed or just transformed to a regular rebel.
