2 small suggestions:
- max energy upgrade should increase cloak energy (or another one can be added)
- sniper rounds should penetrate enemies, if health of unit being shot was below damage of round. Of course, with every enemy penetrated damage goes down.

Perhaps you can research something such as 'Ion shot stabilization'? Maybe it can be an auto-cast spell that allows you to penetrate NPC's with a lowering damage rate with each material it passes. Let's say the spell takes around 10 mana with every penetration shot used.
