What is the point of the Combine Scanner now?

About 12 seconds into gameplay, Rebels have the ability to send invisible scouts out.

Combine have to send out either loyal citizens or scanners, both of which just get instantly one-shotted by anything. Why was the infiltrate removed from them? If they're re-working it, I really think they should keep it how it is right now. Currently, headcrab spamming is much harder because of this.
