Why? I don't see why manually building units should be necessary. Many people I've watched and played with queue tons of units instead of build more production structures. They have their army idle most of the time because they're not able to control it and build units at the same time. If unit production was automatic, people would be able to put more of their focus more on battles and unit control.
Games would probably be closer if everyone could produce a constant stream of units, and people of wider skill ranges should be okay playing together.
Because that destroys the idea of playing an RTS game.
Because that's their problem that they don't play and ask a CPU to play for them.
If you have your army doing nothing, just tell it to do something! Bind it to a key and send it to somewhere you want it to stay until you are able to MANUALLY add more units to it. Otherwise I can just launch the game and go drink a cup of coffee while the CPU does it all for me.
A better idea would be replacing the player who disconnected with a CPU or just let allies control that disconnected player.
Anyway, let's not derail this topic.
