An empire use metal shield .... and they are from Far far away with Advance synth + combine tech
I think they should use some kind of Energy Shield like force field from Half life 2 ( but smaller to hold ^^)
Beside i dont think these slow shield unit can win againts NEW Protester Molotovs > throw hit and run ^^ leave those combine die cuz fire
