How about a compromise: There can be "Anti-Infantry" and "Anti-Armor" Cguards, the anti-inf uses a heavy ar2 like the mounted gun, and the anti-armor uses the mini singularity cannon. While theres a chance a few tanks and aircraft survived, they'd be expensive "resource wise" but a bit better than combine tech (because the Hind can carry troops and function as a gunship at the same time, unlike the blackhawk). hunter chopper guns are pretty rare, concidering rebels would have more access to mounted pulse rifles than to combine aircraft, which are usually scavenged AFTER being destroyed, thus damaging the gun and possibly making it inopporable.

For the one billionth time, they CANNOT GENERATE A PORTAL STORM. It is IMPOSSIBLE as it would kill litterally EVERYTHING around it. The best they could do was build a headcrab shelling facility or nexus type structure with headcrab cannisters or the suppresion mortar.

The combine only have synths and humans to work with. The abillity to have a small fairly agile unit with a fairly heavy suppresionary weapon would be overpowered. The rebels were originally to favor the AK47 (though that being 80 years old in hl2, the AK74/u). Theres plenty of old weapons that are still popular, like the garande. Besides, newer tanks require advanced computer systems to work, and most likely were all assimilated by the combine. So logically, ...

Your talking about a mounted pulse turret. Even a regular machine gun like the M249 is heavy, so the mounted pulse turret would severely hamper the users movement if they had to carry it, and its accuracy is probably pretty poor accuracy wise.

The rebels have been seen building and modifying cars, is it possible that they could use Hind-D attack helicopters (similar to the hunter chopper, but with rockets).

Well APCs aren't tanks. The rebel APC would probably have 2 mounted pulse turrets on its sides (it being an open topped flatbed truck). Any rebel soldier could fire out, but also be shot at while in it.
